Xoserve, Encodar and Talan have welcomed Ofgem’s minded-to position for the future Gas Network Code Manager as an important milestone towards a more coordinated and responsive framework for energy code governance.
A minded-to position sets out Ofgem’s proposed decision before the award of Gas Network Code Manager licence. In this case, Ofgem is indicating its intention to grant the Gas Network Code licence to Xoserve, in collaboration with its partners Encodar and Talan. The announcement signals the start of a stakeholder representation consultation period, during which industry stakeholders can provide feedback before Ofgem reaches its final decision.
The Energy Code Reform programme aims to modernise how energy codes are managed, helping governance arrangements respond more effectively to industry priorities and the changing energy landscape.
Xoserve is working alongside Encodar and Talan to develop an approach that combines established industry knowledge, operational experience and complementary specialist expertise.
Steve Brittan, CEO of Xoserve, said: “Ofgem’s minded-to position represents an important step forward. Our focus is on working constructively with industry stakeholders through the next stage, while ensuring that any potential implementation is carefully planned and protects the continuity of essential industry services.”
Paul McKie, CEO of Encodar, said: "Ofgem’s minded-to position is a significant step towards the appointment of a Gas Network Code Manager. Code Reform presents an opportunity to create a more joined-up, responsive framework that better supports the changing needs of the energy industry. We look forward to continuing constructive engagement and contributing our expertise as the process moves us from an era of code administration and into one of code management."
Alex Goody, Talan’s Managing Director UK & Ireland, added: “A successful Gas Network Code Manager will require a strong governance model and effective implementation. Our focus is on practical readiness, effective collaboration and a carefully managed transition that protects service continuity and gives industry participants confidence in the process.”
All parties remain committed to delivering reliable services to the gas industry while supporting the development of future energy market arrangements.
