Platform to support Performance Assurance Committee (PAC)

Summary

Currently the contracted PAFA has the responsibility to provide a secure platform on which the PAFA may utilise to store and share information on industry settlement performance.

The existing PAFA contract will expire at the start of July and a new PAFA contract will be in place from 05 July 2024.

As part of the requirements gathering for the new PAFA contract from 05 July 2024, it was agreed with PAC that the provision of a secure platform would be removed from the PAFA scope and become an ongoing CDSP responsibility.

For background, there were a couple of reasons for removing the platform from the PAFA scope:

• Making the CDSP responsible for the provision of the platform will help with consistency of the service.

If the platform remains under the PAFA scope, where the PAFA changes, there will be a change in the platform which would require new onboarding and training etc for PAC and the industry.

• Making the CDSP responsible for the provision of the platform provides greater opportunity for synergies with existing data sharing platforms.

This Change Proposal has been raised to secure funding for the CDSP to provision the secure platform for this financial year. This is expected to be funded from the DSC Change Budget.

Please note, the ongoing cost for the provision of the secure platform will be included in the Business Plan from 2025.

High-level platform details:

The current PAFA provides a secure platform which PAC members, the CDSP and industry participants (where requested) have access to.

As the new PAFA contract will go live from 05 July 2024, the CDSP will be taking over arrangements of the current platform. This means there will be limited to no change for PAC and industry users of the platform.
