On March 6, 2026, industry stakeholders joined Xoserve, Encodar, Talan and the Gas Transporters for a webinar exploring the next phase of gas code reform and what it means for the sector.

With Ofgem’s call for expressions of interest now open for the Licensed Code Manager role, the gas market is entering an important stage in the journey toward a consolidated Gas Network Code and a more streamlined governance framework. As a result, the focus across the industry is shifting from consultation to delivery.

The session provided an opportunity to share the thinking behind a collaborative approach being developed by Encodar, Xoserve and Talan (in a service provider role), while gathering feedback from industry participants as plans continue to evolve.

A central theme of the discussion was the importance of utilising the deep expertise that already exists within the gas sector. For more than two decades, organisations such as Xoserve, Encodar and Talan have supported the operation and governance of gas industry codes and data services. Bringing these complementary capabilities together provides an opportunity to build on that knowledge while supporting the transition to a new governance framework.

Speakers also highlighted that the codes, systems and processes supporting the gas market are closely interconnected and have evolved through decades of coordination across the sector. Collaboration therefore offers a practical route to designing a governance model that can work effectively from day one.

At the same time, careful transition planning will be essential. Maintaining business-as-usual services while new arrangements are developed will be critical to preserving stability and confidence across the market.

  • Consolidating existing codes offers an opportunity to simplify governance and enable clearer strategic direction.
  • Careful transition planning will be essential to maintaining stability and confidence across the gas market.
