Summary
Modification 0681S introduces the CDSP being given the authority to update the Conversion Factor within the Supply Point Register in the following circumstances:
- a) where the AQ of a Supply Meter Point falls to 732,000 kWh or lower, the Conversion Factor should be updated to the default of the standard value of 1.02264, as specified in the Gas (Calculation of Thermal Energy) Regulations, with effect from the effective date of the new AQ

- b) where the AQ of a Supply Meter Point increases above 732,000 kWh, the Conversion Factor should be set to the last non-standard factor held on the Supply Point Register (if one is available) with effect from the effective date of the new AQ
In line with this modification which was based on recommendations from the UIG Taskforce, the CDSP will now conduct the required data cleanse activity on the Supply Point Register (UK Link) in accordance to rules a) and b) above.
During the development discussions of Modification 0681S it was recognised that around 15K+ Correction Factors required updating and it was envisaged this cleanse would occur in parallel with the developments of the enduring solution. The reason for this is the updating of the values which are known to be incorrect will result in benefits to UIG being realised as soon as possible.
Enduring developments for Modification 0681S will be completed via XRN4932.
The CDSP will only update values via rules a) and b) where the Shippers has not already updated values which have been flagged in the shipper packs. The CDSP will only be updating Correction Factors which remain uncorrected at the time the data cleanse is conducted.
The CDSP will issue a spreadsheet to Shippers Contract Managers (or an alternative named contact) outlining which values have been updated and the values they went from or to.
XRN5027 was raised to look at correcting the Conversion Factors prior to implementation of XRN4932 (Improvements to the quality of the Conversion Factor values held on the Supply Point Register (MOD0681S)), however, due to time constraints, this was never progressed with. The backlog of Conversion Factor changes was picked up as part of implementation activities for XRN4932 in June 2020 Release.
