Information for new Gas Market entrants
Our role in registering new Market Entrants
As the Central Data Services Provider (CDSP):
- Xoserve manages the Market Entry Process for new Gas Shippers and Gas Traders
- We also register and provide services to other gas market participants that wish to enter the market
Our Customer Life Cycle Team will help you complete the relevant registration process
To register as a new Gas Shipper or Gas Trader you will need to become a signatory of the Uniform Network Code (UNC).

Overview of the Market Entry Process
Application process for Shippers, Traders and Independent Gas Transporters
This is the process for registering as a Gas Shipper, a Gas Trader or an Independent Gas Transporter.
Please complete our online enquiry form
- Once we have reviewed your enquiry we will contact you to discuss and provide you with an application form
- On submission of the completed application form we will conduct application checks
- When checks are complete, applicant Shipper and Trader Users will need to pay a User Admission Fee
Additional considerations:
- Applicant Shippers involved in the conveyance of gas will need to apply for a Gas Licence from Ofgem
To support market entry a number of agreements will need to be signed and countersigned by relevant gas industry parties:
- Confidentiality agreement* (Gas Shippers and Traders)
- Accession agreement(s) (Gas Shippers and Traders)
- Data Service Contract (Gas Shippers and IGTS)
- UK Link User Agreement (Gas Traders)
- Amended Reinstated Transporters Framework Agreement (ARFTA) (IGTS)
These agreements will be issued by the Customer Lifecycle team who will be on hand to support the process and offer advice.
*must be signed and processed to continue with the Market Entry process for applicant Shipper and Trader Users.
We will make arrangements for your organisation to access the Information Exchange (IX) - Xoserve's secure network infrastructure used to transfer files between organisations.
These arrangements can be carried out at the same time as Step 2 and will involve:
- Agreeing indicative timescales for IX installation/configuration works
- Signing an IX Installation and Sharing agreement
At this stage a credit check will be undertaken and we will contact you to agree the invoicing arrangements for IX installation/configuration and any annual maintenance charges.
Where IX needs to be installed, our service provider will contact you to arrange a time and date for installation.
We will contact you to make arrangements for lodging financial security in respect of Xoserve services. For applicant Shipper and Trader Users energy balancing security will also need to be placed.
If applicable, we will also provide you with contact details for each of the relevant Gas Transporters to arrange financial securities directly with them.
Our Customer Lifecycle team will help you gain access to our systems and services and provide onboarding training to get you started.
You will then be ready to go-live as a registered Market Participant.
You will also be able to access additional Xoserve services.
Application process for other organisations
If you are not registering as a Gas Shipper, a Gas Trader or an Independent Gas Transporter but still want to access Xoserve services, please use the process below.
